The six-criterion procurement framework

The questions your CO will apply to any AT provider, whether they say so or not. Practitioner credibility, doctrine-aligned program design, safety governance posture, end-to-end delivery load, named precedent at scale, national footprint and scale flexibility. Use it to scope what you are actually buying, before you shortlist.

The shortlist scoring rubric

Score three providers against the six criteria in about an hour. Built-in veto thresholds on the two criteria the CO will not accept a soft answer on. Bring the scoring sheet to the brief.

Three lift-and-paste brief sections

Scope of Work. Risk and Governance Framing. Outcomes Statement. Bracketed prompts for the inputs you supply. Unbracketed structure designed to survive the CO's read. Take them verbatim where they hold, edit where they need to.

Frequently asked questions

Do I have to give you my email?

Yes. We send the pack to the address you give us, and that is the only practical way to get it to you. We do not gate any of the content beyond the email step.

Will Keltus contact me or pitch me after?

You will get one welcome email with the pack attached, and a short follow-up a few days later asking whether the framework was useful. After that, you only hear from us if you ask. No call lists, no automated nudges, no pitches.

Is this generic, or actually written for ADF?

Written for ADF. The reader is a Captain or Lieutenant procuring AT for a sub-unit or unit. The criteria, the rubric and the brief sections are built around what your CO will challenge, the AAAS posture, and the way unit training cells actually work. It is not a corporate adventure buyer's guide with a uniform on.

How long is it?

About 4,000 words plus the templates and the worked example. Reads in 30 minutes. Works in 90 minutes. Adapts into a brief in half a day. Designed to be useful inside one working session, not a weekend read.

Who actually wrote it?

Keltus. Specifically, the former ADF leaders who run the company and have stood up AT serials from the inside and delivered them from the outside. The pack is the framework we apply when we are scoping a serial for a unit.

Can I forward it up the chain to my CO or OC?

Yes. The pack is written so the CO can scan the cover and understand what you have done with it. Forwarding it does not commit you to anything

What's the "20-minute scoping conversation" mentioned at the end of the pack?

Optional, and the same call we have with every defence enquiry. We use the time to understand your training intent, identify where AT would add value to your continuum, and outline a draft program option you can adapt into your brief. It is not a pitch. It is the call that produces a draft scope of work, which cuts a working day off your timeline whether or not you engage Keltus.
